I've forever used regular lip balm under lipstick, but it would make my lips feel gummy and it didn't help the lip-color-not-staying-put-situation (in fact it usually always made it worse). So of course that means that I have every lip balm known to man; because I kept looking for something better.
Then I discovered Avon's Beyond Color lip conditioner. It was like the clouds parted and an angel appeared. I was a bit skeptical of all of the five star reviews (because...AVON?!), but once I tried it I "got it". It has a little bit of "color" (not really pleasing on my skin tone I might add...but that's ok because I never wear it alone), is sheer in application, has collagen and retinol. Now, I normally cannot stand ANY amount of SPF in lip products because of how it feels and tastes, and I first thought the smiggen of SPF(15) it contains would be a deal breaker for me, but I hardly notice it's even there, and it doesn't bother me.
The best thing of all, aside from it almost always being on sale, is that it made my lipstick last 2x as long when I applied it first AND my lips weren't all dried out and nasty cracking and peeling! So now I keep my lip balm on my bedside table and in my purse for when I really need it BUT! when I'm leaving the house and put lipstick on, this sucker comes with me no questions asked.
